Abstract:
In order to improve the quality of the feasibility study report prepared for a coal preparation plant construction project to allow the enterprise concerned to make investment on the project on a scientific and accurate basis during the decision-making phase for ensuring that the decision made has a higher rate of success with the least possible risk posed by insufficient pre-deliberations, a study is made on the way to deal with the deficiencies found in the report from the angle of views of the enterprises concerned on project evaluation, by using the systematic analysis method coupled with case study. Through analysis of such reports prepared for a number of coal preparation plant construction projects, the problematic points in the aspects of coal analysis, selection of washability test data, determination of product plan, comparison of coal cleaning methods, cost and revenue forecasting and evaluation of energy-saving and carbon emission reduction indicators are identified and diagnosed, and the corresponding optimization strategies for tackling such issues are proposed. Implementation of these optimization measures can effectively improve both accuracy and practicality of the feasibility report and provide for the related enterprise a more scientific basis for making investment. The work made in the paper provides a valuable reference not only for the improvement of quality of feasibility study report prepared for coal preparation plant construction projects, but also for risk assessment and management of other construction projects.
